Fiscalization 2.0 – What awaits us and how to prepare?

Fiscalization 2.0 is slowly but surely entering our business world. If you are an entrepreneur in Croatia, these are changes that you will not be able to avoid. It is an upgrade of the existing fiscalization system, and the main idea is clear – more digitalization, less paperwork and greater transparency.

What's changing?

The biggest news is the introduction of mandatory electronic invoices (eInvoices) and the expansion of fiscalization to all forms of payment – including digital ones, such as PayPal, Google Pay or Stripe. Here is a summary of the key news:

  • eInvoices become mandatory – From 2026, everyone who is in the VAT system will have to issue eInvoices for business customers. From 2027, this obligation will also extend to those who are not in the VAT system.

  • Everything is taxed. – It will no longer matter whether the customer pays by card, cash or via a mobile app – every form of payment goes into the system.

  • Classification of items – Each product or service on the invoice will have to have an associated KPD code (this is a classification code dictated by the state).

  • Digital reporting – Forget about unnecessary paperwork. The system will enable automatic sending and processing of reports.

When do the changes start?

The state has introduced clear deadlines so that everyone has time to prepare:

  • September 1, 2025 – Some changes already come into effect then, including the abolition of fiscalization of accompanying documents.

  • January 1, 2026 – Mandatory use of eInvoices for everyone in the VAT system.

  • January 1, 2027 – Extension of the obligation to all other entrepreneurs, including those outside the VAT system.

How to prepare?

If you are an entrepreneur, these are the specific steps you can (and should) take:

  • Digitize your business on time – If you are not yet using an eInvoice system, now is the right time to implement it.

  • Test your systems – As early as September 2025, you will be able to test whether your systems are functioning properly in accordance with the new rules.
